Applications are now open for the 2026-2027 Romanian Government Scholarships, offered through the Ministry of Foreign Affairs of Romania. The scholarship program supports students from non-EU countries to pursue fully funded undergraduate, master’s, and doctoral studies at accredited higher education institutions in Romania.
Each year, the Romanian Government awards a number of scholarships to academically outstanding candidates who demonstrate strong educational performance and meet the eligibility criteria.
Eligibility Requirements
Nationality
The scholarship is open to foreign citizens from non-EU countries, except:
- Citizens of Romanian origin or those belonging to Romanian historical communities (who qualify under separate programmes)
- Individuals who have requested or obtained protection in Romania
- Stateless persons officially recognized in Romania
- Members of diplomatic and consular corps accredited to Romania (and their families)
- Staff of international organizations based in Romania (and their families)
- Individuals who have previously benefited from a Romanian state scholarship for the same level of study
Academic Requirements
Applicants must:
- Have a minimum average grade of 7 (seven) in the Romanian grading system or a “Good” equivalent score, based on the last graduated level of study
- Submit a complete application file
- Provide study documents issued by accredited or officially recognized institutions
- Meet all enrolment deadlines

Study Levels Covered
Applicants may choose from the following study cycles at accredited Romanian universities:

Bachelor’s Degree
- For high school graduates holding a baccalaureate diploma (or equivalent)
- Duration: 3–6 years, depending on specialization
- Concludes with a Bachelor’s examination

Master’s Degree
- For undergraduate degree holders
- Duration: 1–2 years
- Concludes with a dissertation examination

PhD (Doctoral Studies)
- For candidates holding a Master’s degree (or equivalent)
- Duration: 4 years
- Applicants must:
- Obtain written agreement from a Doctoral Tutor (member of a doctoral school) before applying
- Pass an admission interview
Scholarship Benefits
The Romanian Government Scholarship includes:
- Full tuition fee coverage
- Funding for the Romanian language preparatory year (if required)
- Free accommodation in student dormitories (subject to availability)
- A monthly financial stipend, in accordance with Romanian legislation
Additional Facilities
Scholarship recipients are also granted:
- Exemption from application and registration fees
- Exemption from Romanian language testing fees
- Exemption from doctoral admission contest fees (where applicable)
- Monthly financial support during:
- Romanian language preparatory year
- Bachelor’s, Master’s, or PhD studies (within the duration of the study cycle)
Accommodation is provided within the allocated budget and subject to availability. Students must contact their host university for specific housing arrangements.
