Eligibility Criteria for the OHCHR Minority Fellowship (Who Can Apply)
To be eligible for the OHCHR Minority Fellowship Programme, applicants must meet the following criteria:
Belong to a Minority Community
Applicants must self-identify as belonging to:
- A national minority
- An ethnic minority
- A linguistic minority
- A religious minority
Important: Individuals who do not belong to a minority group are not eligible, even if they have experience working with such communities.
Indigenous Applicants
Those belonging to Indigenous Peoples should instead apply to the Indigenous Fellowship Programme, which has a separate selection process.
Experience & Commitment
- No formal education is required, but applicants must demonstrate relevant experience.
- Fellows must be willing and able to train others in their community upon returning.
- Applicants must have a good working knowledge of the language in which their fellowship programme is conducted.
Community or Organisational Support
Candidates must be proposed or supported by their:
- Community
- Organization
- Minority association
The supporting organisation should:
- Have a strong membership base within the minority group.
- Actively work on minority issues.
- Preferably be composed of minority members.

How Fellows Are Selected (Step-by-Step Selection Process)
The selection process is competitive and ensures gender and regional balance. OHCHR considers:
- The human rights situation in the applicant’s country.
- The vulnerability and needs of the applicant’s minority community.
- The candidate’s ability to make a meaningful impact.
Selection Stages
- Pre-selection of 15–20 candidates per language group, conducted by former fellows.
- Interviews with shortlisted candidates.
- Final selection by an OHCHR advisory group.
Due to high application volumes, only selected candidates will be notified.
Programme Dates
The fellowship typically takes place in November, lasting one month, with an additional one-week preparatory training in Strasbourg, France.
