The Heydar Aliyev International Education Grant Program is a fully funded scholarship offered by the Government of Azerbaijan to outstanding international students.
The program supports students pursuing Bachelor’s, Master’s, PhD, General Medicine, and Medical Residency programs at leading universities in Azerbaijan.
Jointly administered by the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan, the scholarship aims to promote academic mobility, cultural exchange, and international cooperation.

Named in honour of Heydar Aliyev, the National Leader of Azerbaijan, this prestigious initiative provides foreign students with the opportunity to pursue higher education in Azerbaijan’s top institutions.

- Duration: Awarded annually for 5 years
- Number of Awards: 100 fully funded scholarships per year

Scholarship Benefits
The Azerbaijan Government Scholarship offers comprehensive financial support, including:
- Full tuition fee coverage
- Annual international economy-class airfare (to and from Azerbaijan)
- Monthly stipend of 800 AZN (approximately USD 470)
- Medical insurance (200 AZN per year)
- Visa and registration costs
- Language preparatory courses (if required)
This makes it one of the most generous, fully funded government scholarships in the Eurasian region.
Eligible Countries
Applicants must be citizens of:
- Member states of the Organisation of Islamic Cooperation (OIC)
- Member states of the Non-Aligned Movement
- Small Island Developing States
- Countries with cultural, ethnic, or historical ties to Azerbaijan
Eligibility Criteria
To qualify, applicants must:
- Be a citizen of an eligible country
- Meet the age requirements:
- Undergraduate & General Medicine: Under 35 years
- Master’s & Residency: Under 40 years
- PhD: Under 45 years
- Demonstrate language proficiency in English, Turkish, Russian, or Azerbaijani
- Meet minimum language requirements:
- Undergraduate: IELTS 5.0 / TOEFL 40
- Postgraduate: IELTS 5.5 / TOEFL 50
- Be officially nominated by a government authority (Ministry or Embassy)

Required Documents
Applicants must submit:
- Completed application form
- Academic diplomas and transcripts
- Valid passport copy
- Medical certificate (including HIV/AIDS and Hepatitis B/C tests)
- CV or Resume
- Motivation letter
- Language proficiency certificate (if applicable)
All documents must be submitted through official government channels in the applicant’s home country.
